Because Gangplank's W dispels crowd control effects, not debuffs. Quinn's Q is coded as a debuff.

It's probably not coded as one of the crowd control types that he can cleanse off.

Speaking of, I'd bet that summoner cleanse doesn't get rid of it either.

Not sure about Cleanse, but QSS does remove the effect.

It does remove the blind effect, like your autos won't miss. It's not going to remove the vision lost effect tho, because it's not really a debuff but a vision thing, like how using it isn't going to allow you to see your teammates when opponent nocturne uses ult.

Quinn's Q doesn't cause enemy auto attacks to miss anymore. All it does is apply nearsight to the first Champion struck and deal damage in an AoE. If it collides with a unit that isn't an enemy Champion, then it will disarm it (render it incapable of performing any attacks) instead.

Also, nearsight is a debuff, not a crowd control effect, which is why Gangplank can't dispel it with his W (because it only cleanses CC).
