Can you add a timeout with votes like surrender?

An option just like in CS:GO would be so good in League. 3/5 votes for a minute of timeout can be great when a player loses connection or when players need to go toilet in long matches. Can you add something like that?

You would have to limit the number of time outs. Otherwise it becomes a griefing tool.
