Smurf accounts with only 5 games are level 30?

I just played against a Syndra main smurf that was level 30, had only had 1 bot game, 1 ascension game, and 3 norms, and somehow was level 30 and already playing in placements... Someone please explain this to me because I don't understand how that's possible. How can 5 games lead someone to be level 30? I understand having the required 16 champs to play ranked because you can just buy them with RP, but level 30?? I even made a smurf account to see if I could figure it out, and after 4 games I'm only level 3 on the smurf. Someone please explain this to me because it's driving me crazy since it's not the first time it has happened.
