Buying Smurf Accounts

You can't share/trade accounts period.

So buying smurfs from anywhere is likely to result in the account being banned, and selling accounts (which belong to riot at the end of the day) is actually full on illegal, not just against the rules.

(Also, most sold accounts are leveled via macros too, for an extra layer of inevitable ban-ness.)

Not according to policy and banned if discovered.

Legal... not really a term to associate with this as it's a game :P It won't get you jail time but it is against the ToU of the game. If it is found out then the account(s) will be banned.

tl;dr - No. The account will be banned if found out.

you should buy from a site that has a guarantee that you get a new one if it gets banned, because it might not be entirely legal and could get banned.
