Kled's Passive in the Jungle.

So why can't Kled generate courage when fighting and killing jungle monsters? He should be able to generate courage like he does with turrets when it comes to fighting epic level monsters like dragon and baron, but he doesn't. Shouldn't these thing generate courage? I hope Riot can give me an explanation besides "It would be unbalanced."

they wont because he would ultimately have infinite sustain in the jungle

That's specifically done to gate him out of the jungle. Riot doesn't want him to be a jungler. As for why that is, I don't know.
