I only play ARAM. More than half of the games that I queue up for are dodged. People don't see the 15 minute or whatever dodging penalty as much of a consequence. Repeat offenders need more of a reason not to continually dodge ARAM, because it affects too many games.

They exist.
I lost random champions that I wanted due to this constant dodging. Something Riot should have thought about. They should have made it so your random champion is the same one as the previous game you dodged and/or didn't get to play yet. (Character 'selection' screen)
