It won't go live before 9.20, if then, if at all.

No, it's not shipping with the next patch. Still needs more testing apparently because it's back on the PBE.

I wouldn't call it rework. More like buffing, or modification. They just adjust one of his skill for better DPS.

To be honest Garen's primary problem is not his damage, but his mobility. Yeah sure he got Q, but many champion can outrun, or outjump it. If Q were a "free flash" style, then he would be a bigger problem. But right now if you play with someone with bigger mobility, then you got a lot of time for escape.

Not like Aatrox Darius Gangplank Illaoi Mordekaiser Maokai Kled Malphite Nasus Olaf Poppy Pyke Qiyana Renekton Riven Sejuani Shen Trundle Tryndamere Urgot Udyr Yorick who can jump/super slow/pull you in less than a second.

It's a "rework" in the sense that they are planning to remove the Villain Mechanic, the trait that his current kit is balanced around. They haven't replaced it with anything yet, though, so the current version of Garen on PBE should be considered a net nerf.

You're right - the new changes will not fix any of his "problems" - the reasons why he is a poor pick in high MMR - low mobility, no CC. In fact, the only reason why he is playable at all in high MMR is that he can consistently score on a relevant target in late game - the Villain Mechanic. Garen is predicted to be less viable in high MMR play, based on the information currently known. (Probably the Garen/Yuumi bottom lane would still be viable.)
