Yasuo' ulti

Have Anyone had issues starting today with Yasuo's ulti? I just came out of some ranks games that almost threw me the game because in a team fight with knock up, your R sometimes doesn't come out and you don't gain the 150% Bonus Armor Penetration but the ability goes on cool down. This happened to me twice in 2 different rank games where my R didn't come out but the ability went on CD and i didn't gain any sort of bonus stats from my ultimate. This bug happened more often if you fail to do airblade/keyblade.
