Well I am not ranked or level 30 so i might not have a balanced opinion. But so far i have come across a lot of Quinn players and truly its extremely hard to lane or even face her she always gets fed early on and you just cant do anything to do about it.

Sona Ping1 votesI would say the reason you have come across a lot of Quinn is because she was on the rotation last week.
In the general playerbase Quinn is only played in like 2% of games, about (less then a percent above or below that). She has an alright win-rate but players don't ban her out. People don't think she needs to be nerfed; they don't think she is strong enough to pick her or to ban her.
I am forced to estimate the cause, but the reason she probably seems that strong is because players are not respecting the champions ability to roam and are not playing accordingly so the strength you are seeing is coming from the actions and tendencies of the players and not Quinn herself.
