Question Regarding Ranked Pub Queue

So I started recently in Silver II and worked my way up to Gold V. I'm trying to work my way up into Gold as a support main, but I keep getting placed with silver I - 5s in my matches. Is this intended or just a dynamic of RNG due to the sheer amount of players the system has to handle? I ask because it's getting frustrating.

Just an update, its frustrating as a whole to not be facing people in my own bracket due to the fiesta MMR is. I don't understand why you can face people in better or worse tiers than yourself based upon some mathematical score, and being a support main is a horrendous experience this way.
