I need help deciding between 2 AP Evelynn builds, any tips appreciated

Been playing Jungle Eve for a while now, and I keep coming back to 2 different builds. I just can't decide which one is better. For both, I rush AP jungle item, but the final builds are:

Lich Bane, Rylai's, Abyssal Scepter, Zhonya's, Rabadons, and boots of lucidity, or

Frozen Heart, Rylai's, Abyssal Scepter, Rabadon's, Liandry's, and Merc Treads.

Are these builds any good, and which one is usually better?
