Why isn't the wukong rework on live servers yet? I don't understand the delay on a rework that is finished. His currently live level 1 Q does a total of 10 + (0) damage and shreds armor (level 1 ability doesn't have AD scaling for some reason).

It's not ready yet. They got to do a few balance passes, change some things based on feedback they got on the changes and give his new effects new assets( The PBE one used 
active for the new Stone plate and I'm pretty sure his Crushing blows will be using something flashier then the red rings). Meddler even said they may be giving him some new animations. All this work will also have to be done in between larger projects as those of course take priority. Over all it will at least take a few months to get finished.
