How does queue time work? Because..
..you can queue for 9 minutes, get no game, requeue and instantly have a queue pop.
How does it actually work? And why are requeues rewarded?

I do believe that sometimes the game forgets that you're in a queue.
It was probably just a coincidence. When you requeued, the game probably had just found the suitable players for a match including yourself. If you had to wait 9 minutes for a game, its was probably because there was a low volume of players or that whatever role you queued for was being requested much more than the others. Also there are less players available the higher your MMR.
