Twisted Fate Needs a Rework?

Hope everyone is having a good day today, An issue has popped into my mind recently: does twisted fate diserve a rework? First, I have a hard time winning almost any lane I go into with him. This could be because of my own fault, but i feel that almost every champion can counter him. Also, I find that outplaying someone comes down to how fast I can get a gold card. I do realise that roaming is a major part of his play style. However, if you fail your first lvl 6 ult gank, you are INSTANTLY behind in lane. I just dont feel that his kit fits in with contemporary league. I am open to all opionions.
