Suggestion: Create an Automatic "cooldown" period for people who AFK in games

I feel like AFK players are a large problem in league. I feel like there is quite a bit of those players getting off scott free. I understand some people have computer issues or internet issues but others AFK on purpose. Either way there needs to be an automatic cooldown period that keeps the player from queuing up again for a certain period of time (it increases the more they do it).

In Counter-Strike:Global Offensive, they have this system. If a player leaves or goes AFK in a match and are disconnected, they are considered abandoning a match and are put on a cooldown period and are not allowed to queue up for any competitive matches. At first its 30 min, then 2 hours, then 24 hours, then it jumps up to a 7 day ban. The Cooldown level is decreased by 1 each week.
So for example: if I abandon a match twice in a week and get a 2hr ban, but then dont do it again till the following week, ill only get a 2hr ban.

The reporting system i feel like fails to really punish these types of players. I understand there is also the LeaverBuster system. but I feel like that is too lenient as well.

and then you will see floods of people with bad computer connections or just a single day where their ISP decides to say "nope we are not going to provide you with the service we promised!" to have people get banned for insane amounts of time for things that are out of their control and they didn't do on purpose. People who AFK very rarely even bother leaving the game entirely and just move their character around a little to prevent the leaverbuster system from catching them. So something like this won't even accomplish in getting rid of those type of players.

People already get flagged if they actually do leave a match by the leaverbuster and if they do it enough they get punished. A game or two where someone DC'd for whatever should not put them in a situation where they will have a heart attack anytime their internet fucks up for an entire week
