is Twisted Fates E worth beeing a spell?
anyone else who feel like 
's E (stacked deck) could easily just be his passive?
I feel like it's so useless after playing my first 50 games.

Stacked deck is actually really strong. It can add a big boost to your next card allowing for you to get some nice damage in that the enemy wont expect.
Fate was designed in 2009, and even his "modern" revisions were made in 2010, so he's basically an old Dota hero. Dota is huge on pretending that passives disguised as abilities are somehow fun or interesting.
