If you troll pick in ranked, you will be justifiably reported.
He's queueing as support, picking Singed with smite/ghost, and then farming the enemy jungle while his ADC is forced to 1v2. He refuses to group with his ADC for the first 4-5 minutes of lane regardless of the team/ADC's opinion or champ pick.
If he actually played Singed support there wouldn't be a problem. I've had Elise support a few times and Katarina support once, and won all those games because we actually worked together. I even had a support leave me 1v2 all game so he could play roaming Blitz, but he asked me if I was cool with it beforehand so I just picked Sivir and outfarmed the enemy ADC anyway. He didn't autolock it and force me to deal with it regardless of my opinion or champion pick, and actually did something more useful than run around the enemy jungle.

No. Riot's made it pretty clear that playing something idiotic as a support is not bannable, but frankly it should be.
