The fact that you could just infinitely chase anyone with that rediculous speed and mobis is pretty dumb, and before you pull the mobility creep card and say that that's bullshit, i'll agree that FREE mobility is kinda nonsense... 
it cost so little mana to just speed to an absolutely rediculous speed and just run down anyone, and the cooldown was reduced to a really dumb level by his core item build
So...you don't want to use a 90% speed boost to get into position to land one of the best normal skill CCs in the game?
Blitz is high risk, high reward. If he walks forward and misses his Q, he could just run away with no repercussions. Not very risky is it?
I'm not positive what the effects will have on Blitz--it might turn out to be too much of a nerf--but I understand what they are trying to do with the change.
It makes it so that Blitz can boost into position for a hook to land it, but can't use his speed to infinitely escape, which is what was happening.
FINALLY DRAWBACKS FOR SKILLS, praise every rito employee ever, using a steroid skill should have drawbacks, like kogmaws/kassadins ult mana costs. Blitz finally is controllable because if you can stay out of grab range you get out YEY.

While I do believe that Blitzcrank deserved a nerf, I don't think this is the nerf he deserved. Riot could have at least removed the mana cost if the skill has to have its own built-in drawback to using it. Until Riot does something to "fix" his Q, he will remain problematic.
Blitzcrank worked this way in beta. This is a very very old change that they are only now reverting.

Instead of touching the retarded ratios he has 200% with 2 skills that have 0 counterplay when you hit the first one, they do this lol, the usual balance team.
