[Gameplay] Add option to turn of item purchase notifications in chat

I use the chat to keep track of summoners, spells, and neutral camps. I don't really care about what my teammates are purchasing. All I really need to do if I want to look at that is look at the scoreboard. It's annoying when I have to scroll up to see when a flash or something is about to come up.
