Is such a person on your friend's list? I'm not sure why you're meeting the same person over and over.

Either mute or ignore the player and report them after the game. Posting names on the boards isn't allowed, so you should remove he names. In addition, threatening reports is reportable by itself, so you should stop doing that. One report is enough for Riot to investigate the game. Additional reports do nothing.
