Surrender Votes

Could you guys consider changing the surrender vote success requirements to three out of five? It's very frustrating when two team members can effectively waste the time of three other people in a frustrating match. :(

Also, if the folks at Riot are intent on keeping the surrender vote requirements as is, could Rioter please explain the reasoning behind requiring a 4-to-1 vote in favor of forfeiting the match to require end-game?
