I want to see teammates/enemy's skill cds and if castable or out of mana?

It would help with coordination outside of voice chat a lot. I don't mean seeing enemy's skills used despite no ally or ally structure being nearby when they used them, only ones that were seen.

This would take a lot of mechanical outplay out of the game. There's a reason you can't see when an enemy's SS or abilities aren't up, it's to protect them and you as a player need to notice and call when the SS are on cd or when high cd skills are on cd.

Does that mean you approve of seeing ally's available abilities?

Would still be something, would make it easier to anticipate what situations you can or can't go into without needing to stop 5-10 secs to talk, atm you only have the mana bar/ult button to gauge unless you memorize all the champion's cds, take into account their cdr, and memorize lowered cd from lvling an ability too. This is mostly helpful for micro-ing.

I'm not a fan of memorizing all that for enemies either. And I've literally never seen someone mention when someone's ult is down, who even has time to stop to type that, especially with how often it happens in total, how would it be useful with no one memorizing the cd of an ult. lol

I think the ally would be an interesting thing to see but the thing is you can see if their ult is up and you can easily judge your ally q w e and then just look to see if their r is up. I also do see what you're saying with trying to type that someone's ult is down, but that's another thing you have to personally judge and try to communicate somehow. I think you have a good idea, but if more people saw it they would heavily pick out the flaws in it and I just pointed out a few things that might go wrong with this idea.

The only people that coordinate on that level are premades with voicechat. It's why I suggested it. People are sort of gung ho about wanting soloque because soloers can't coordinate with their teammates like enemies are, being able to see allies abilities would mean the better players would be able to gauge when they can go in and when not. Atm, what people do is gauge "movement language" where if a teammate is staying further away from enemy than usual they know they're not ready, and vice versa.

The same argument could've been made about seeing the timers on jungle camps, allies r cd, inhibitors respawn timer shown graphically on them, zed's shuriken graphic above a target who is gonna die from his ult, syndra balls having arrows showing direction they'll go in after e, it no longer being required that you be flexible in roles (the new 2 role queue system) etc, because the argument is against streamlining gameplay.
Just because there are arguments for something doesn't mean it's the worser option. I'm not sure if visiting wiki and keeping a note near you of all the enemy champ cds (or memorizing all of that) is a real example of outplay.
