It's been 15 months since the last Tier 3 Rune sale. What gives, Riot?

At the start of the 2016 season, I was expecting a 30% off rune sale similar to the 2015 season kickoff. Has this been replaced by the permanent starter rune price reduction? If so, that's totally not worth it. Most runes are waayyy too expensive, three quints = new release champ. Even worse is 9x820 IP runes costing nearly 7400 IP. Could we get a rune sale soon?
