Champions in desparate needs of buffs

Luc is fine. The other 3 Champs are to hard to balance . Varus is in desperate need of buffs

Lucian and Kalista are already getting buffs in 7.1 and Azir and Taliyah just received buffs.

I believe that Lucian had a sudden case of getting balanced after being quite a bit too strong. And he just happened to get balanced in ADC meta that doesn't really favor him.

Kalista is very poorly designed and is kept weak on purpose, awaiting at least a small scale rework.

Azir is another balance problem that Riot has been struggling to fix.

Taliyah might need some very slight buffs, but Rito got to be careful about her as she tends to get oppresive.

However, there are plenty of champs that actually need a buff and aren't complete messes to balance. To name a few:

On the other hand, I believe that any champion with above 8-9% pickrate should never be buffed (unless the pickrate is just temporarily increased by release of new skin etc.), no matter their winrate. Because, if you see a champion every few games, then its probably not weak at all.
