Queue Dodging

I feel like there should be some changes made with regards to people dodging out of a lobby... Namely, punishing those who literally waits till 1 second (till game start) then hits the X and dodges the game. For those with legitimate reasons to dodge, one should not have to wait till the last second to dodge. It's honestly just a waste of time; if you feel like you have to dodge, do it asap so others can quickly queue up and get into a game... instead of waiting for up to 1 minute each game... (I know some people like to wait till the end to see if anyone else would dodge [so themselves would avoid the dodge penalty]... but if you need to do it, just do it right away please -- alternatively, try and work it out).
