Silences disappearing from the midlane?

So what's up with all the silences disappearing from mages and assassins? First Kassadin lost his, then LeBlanc lost hers and now on the PBE Talon and Viktor have lost their ability to silence. Can't silences be seen as The opportunity for a burst champion to go in? Or are silences just seen as OP CC for mid laners, who initiate combo's with their silence? Why are silences being removed? If mid laners can't have them, why can someone like Fiddlesticks or Garen still have one?

All three champions you mention who lost silences are assassins. Generally, an assassin with a silence can kill their target before the silence wears off, preventing any chance of escape or fighting back. Garen and Fiddle just don't burst as quickly as LeBlanc does. Could Riot shorten the silences instead? Yes, but I'm guessing that they don't because short silences are harder to appreciate. Viktor's PBE rework, for example, loses the 0.5 second silence on his ult in exchange for a channel interrupt. I would imagine that if Riot wants to compensate for the assassins' lost silences, they'll try to add something more interactive.

Silences specifically screw over burst champions so they can't go in, or when they go in.

You're not changing a whole lot by removing them, considering most the champions with a silence just serve to counter members of their own archetype. I mean - you're removing some really powerful CC on the champions that had it and they should probably be compensated elsewhere, but in the grand scheme of things you're not really hurting the game by removing silence.

Also, due to the general weakness of silence compared to CC types like stuns, suppression, forced-actions, knockups, and pulls - silences tend to have exceptionally long durations, at least by LoL CC standards.

Thing is - only 1 archetype actually gets most of their damage from auto-attacks, everyone else is pretty reliant on abilities to do things. Not to mention caster marksman itemization got nerffed, seeing as the caster-heavy Lucian looked like he was going to be the only ADC this year, where the caster Corki and Ezreal dominated all the past seasons come Worlds.

Also - silence is one of the single most irritating type of CC to run into. Partially because it lasts so long, but even on otherwise committed auto-attackers like Vayne or Fiora you can still get screwed by a silence. No clutch Tumble, no clutch Blade Waltz, GG if you got hit with it before you activated you swanky AA steroid in something like Final Hour or Burst of Speed.

I'd also like to point out LoL differs rather distinctly from DotA in that mana costs and abilities are very interactive and encouraged to be used constantly. Like I said with Vayne and Fiora, abilities are still a crucial part of the most committed auto-attackers in LoL, which makes silence incredibly punishing against a wide range of champions.

They are removing the silences that have no counterplay. I'm guessing Fiddlesticks will lose his soonish (he already has a no counterplay cc in his Q) Garen at least has to run up to you to use his and he's somewhat easily kited. Malzahar may be affected too (but his Q isn't his big issue.)

Talon's E was problematic in that it both made it impossible to get away, give him enough time to pull his combo off for a guaranteed kill without much resistance, and it positions him right next to his target to easily use his kill combo.

Viktor's was only useful for interrupting in the first place, at 0.5 seconds in duration (I imagine Blitz might get the same treatment, eventually), and silences on assassins are problematic. If you want a good silence on your mid, Malzahar is currently the best in the business, with a 3-second one on an AoE spell.
