Can't silences be seen as The opportunity for a burst champion to go in?
Silences specifically screw over burst champions so they can't go in, or when they go in.
You're not changing a whole lot by removing them, considering most the champions with a silence just serve to counter members of their own archetype.
I mean - you're removing some really powerful CC on the champions that had it and they should probably be compensated elsewhere, but in the grand scheme of things you're not really hurting the game by removing silence.
Also, due to the general weakness of silence compared to CC types like stuns, suppression, forced-actions, knockups, and pulls - silences tend to have exceptionally long durations, at least by LoL CC standards.
Thing is - only 1 archetype actually gets most of their damage from auto-attacks, everyone else is pretty reliant on abilities to do things.
Not to mention caster marksman itemization got nerffed, seeing as the caster-heavy Lucian looked like he was going to be the only ADC this year, where the caster Corki and Ezreal dominated all the past seasons come Worlds.
Also - silence is one of the single most irritating type of CC to run into. Partially because it lasts so long, but even on otherwise committed auto-attackers like Vayne or Fiora you can still get screwed by a silence. No clutch Tumble, no clutch Blade Waltz, GG if you got hit with it before you activated you swanky AA steroid in something like Final Hour or Burst of Speed.
I'd also like to point out LoL differs rather distinctly from DotA in that mana costs and abilities are very interactive and encouraged to be used constantly. Like I said with Vayne and Fiora, abilities are still a crucial part of the most committed auto-attackers in LoL, which makes silence incredibly punishing against a wide range of champions.
