Remove dark harvest from the game
it breaks the game, requires no effort to play, gives a secure late game and as long as match is stalled enough, dark harvest 
can keep oneshoting people as a support assassin fighter enchanter mage marksman

If you wanna make a case about Senna abusing it why not complain about her also countering it at the same time? xD So only she can have fun with it.
Dark Harvest requires like 20 stacks to be on par with electrocute (in the late game) and cannot be used as a poke tool unlike electrocute. I'd say it's perfectly fine. The few champions that can actually use it aren't stomping games either.
