Playing ranked with a champ you dont know how to play

You shouldn't be able to play ranked without having at least mastery 5 on the champ you want to play...id rather you go top lane with a mastery 7 zyra than a first time darius, because at lease the zyra know her matchups and how much her champ can do and take. The newb darius will just try to be darius and feed. It's not that hard to get mastery 5 on a champ so i dont think this is an outlandish request. This will also fix the problem of people not learning other roles. If you can only play with mastery 5 champs in RANKED then you have to have mastery 5 on champs from other roles. Play whoever you want in norms, that's what that mode is there for, but ranked should require at least some competency with the champ you are choosing
