Experimental Zac buff ;)

I had a thought about zac and the buff i was think would be to his passive, and maybe how it can have a reduced cooldown time dependent on how many blobs come back to him. Numbers and stats can be determined later but i was thinking 10% knocked off the cool down for each blob. Let me know what you guys think =)
