Honor Rewards Broken?

I just ranked up to honor level 4 and the rewards sadly are like it always was when i was level 2 or 3. To be fair when i ranked to level 3, i receive 1 capsule and another one 1 week later and that was it. I have been just getting key fragments so far in level 3 and recently level 4. I received only 1 fragment constantly. Can someone explain to me why. My logic and to what i understood from what they said about about the rewards is that the more you advance in levels the more rewards you receive. It also says that if you are level 1, you only receive 1 fragment. The way i see it, is that the rewards are pretty much similar as level 1, except from the extremely rare times when the game feels like sprinkling some goodies on you. What are your thoughts?
