honor0 smurfs on clash

sry for bad english, im in eune but post in NA to riot see it i know like 20 player that was chat ban and honor 0 , they buy bronze and silver accounts and come in clash but their rank is diamond and platinum, in this Game center im in i see a lot of players doing it, even the game center administrator take money to give u an cheap account if your main account can not join to clash, im not playing league actually but because of clash i was coming back to play with friends and now see this happening, one of guys says cowsep and imaqtpie both have honor1 and they will smurf in clash 100% with challenger and master ranks, does riot consider anything to stop these moves or i should not back to league of legends ? i dont want see qtp challenger with a bronze account in my clash game
