Can anyone tell me when the preseason starts?

After the end of the season, Nov. 7th
You will see all the Preseason changes hitting PBE this coming Wednesday actually if all goes according to plan. They said the PBE testing for preseason should take about 3 weeks because they have a lot of additional testing to do. So you should see it early November unless Riot has a lot of changes to be made.
