During laning period , it forces opposite players to stay and clean waves forever. In middle gaming period, opposite team needs to split and clean waves until they destroy all portals. In solo queue, players need to take a long time to finish preparation before coming to group, so this item really does too much for those teams that lost early game. I think this item makes the whole game like hide and seek if the opposite team has >=2 portals, or you have to buy one even if you champion doesn't fit it well.

the trouble is with the CURRENT CANCER that is ranged top laners, item 3512 is the last line of defense for melee top laners to have some way to get some gold without having to take free damage, while pushing out waves well.

You realize that ranged top laners have been and always will be a thing that exists on the periphery of the top-lane meta, right? As long as top-laners are primarily melee, people will occasionally bring ranged champions top lane to counter them in lane. Some of them, like Quinn and Kayle, stay there because they don't really have anywhere else to go (I mean, Quinn can jungle and Kayle can theoretically go pretty much anywhere, but those are their main positions), while others are brought up there as the opportunity arrises and Gnar is a ranged part-tank who will probably never leave the top lane because he's designed for it.
