proper player gets banned but trolls continues to troll

Are there any ways that riot can ban the people from trolling in game like using with adc and feeds all game? these people are wasting others time. if you try to get rid of these people for a real game, the player gets banned but the trolls continue to destroy others' experience in game.

I suggest that Rito can make a troll tier so the trolls can try their new meta, play their bad way, wasting time or hanging around in their own psycho way. I guess this could also enhance both user experience for players that want to play a proper game and for the trolls. for proper players they could play a proper game to kill their time, to relieve their stress, etc. while trolls could try their new meta, exchanging their thoughts in trolling, reminding each other to take their antipsychotics, etc.
