Greatest Idea for Ranked Lobby

I was recently in a que with a troll who wanted to ADC, which is my main. I said no problem as he had first pick. For whatever reason he picked Jarvan with Revive/Cleanse saying he needs to go study for Sat w/e that means I have no idea.

And then It dawned on me....The Greatest Idea Ever... Just like in game give us the ability to 4 man vote kick a player from game lobby, automatically making everyone on the pick order move up and finding a player to fill the 5th slot. You could even make it so people queing up would be able to select if they would or would NOT like to be eligible for this que.
