I think if there is no smite on a team, the first person in the room to buy machete should get autoassigned smite. This will help if you forget smite in your game.

The draft system automatically puts 
for those who got jg role and if they change it intentionally it means that they're trolling.
unless your doing non draft you should always have a smite on your team as the game auto assigns smite to the jungler. if they dont have smite its on them for changing it.
