Matchmaking question

Does reporting players after every game whether ranked or normals give you worst team mates in games to come?

Reason I ask I have a friend who I duo with on a consistant basis in most game modes (mostly SR normals) and he rages quite a bit. Not in the in-game chat tho but to me over comms. At the end of most every game we play he reports players who for all intents and purposes were either inting and/or not being the smartest individuals in chat or in game.
