Riot's Idea of Reworking = Making Broken

Looking back on the past 6 or so champion "reworks", I have noticed a recurring trend. It seems to me (a noob silver player) that Riot's idea of reworking a champion is making it so broken that it has little or no counters. Examples: Gangplank, Fiora, Garen, Darius, Mordekaiser, and, by the look of things, possibly some of the new adc's who are receiving "reworks". From my perspective, it seems as if Riot is doing little to change the brokenness of these champions, and if they are it usually isn't enough (I haven't experienced Gangplank yet on 5.21, so I am not sure if the nerf is truly effective yet). Another thing that bugs me that ties into this issue is the fact that Riot refuses or is slow to nerf champions such as the ones listed on the grounds that in professional play, these things can be countered. News Flash: Professional play is less than 1% of real league players. I think Riot needs to start catering to the majority of players rather than the minority. I realize professional play truly tests the balance of the game, but it cannot be expected that all or even most League players could reach that level of understanding. These are just some things that have been bothering me for a bit and I needed to get them off my chest.

I do think that Riot's latest reworks have been focused on simply making the champions so powerful that they're guaranteed to be chosen to be played a lot. Sure, they may have counters or counterplay or what-not, but overall the reworked champions simply outshine the ignored champions in too many ways. Resulting in the champion being played a lot. I don't consider that being a successful rework. A successful rework should take a champion that almost never sees play and make it see play an average to slightly above average amount of the time. When a champion is reworked and becomes pick or ban in nearly every game, they went too far. I don't consider that a successful rework.
