Why is Singed a Champ?

I know he is part of the 'culture' of League, but he just makes the game SO UNFUN. He is literally a champion that only the Singed player enjoys having in the game. He often feeds and pisses off his team, he is so hard to chase, proxies and dicks around the enemy team. He is annoying and he is unfun. So much energy is needed to kill him, and it is so hard to ignore him as he takes tower shots like they are literally nothing and runs wherever the fuck he wants. You try to go stop him? Even if you don't hit the poison he is faster than 97% of champs. So then you go do something else and he comes back to dick around in your base. His ult makes him even harder to kill, and he does so much damage if he builds damage or if he doesn't. He is so retardedly good at chasing that if he decides to chase you he can, he can slow and flip you into oblivion, but if you turn and try to fight him you either die, or he bitches out and runs to safety. None of the mechanics are genuinely broken, but holy fuck are they annoying and unfun to play against. There is no real counter play besides sacrifice everything to kill him, or ignore him and let him push. You can fight his team 4 v 5, but congrats you just lost 1-2 towers and have to go back and defend. Only to be unable to kill him because Singed. And if he does want to team fight he can run around in the middle of it, deal shit-tons of damage and stick onto your adc like glue.(Or whomever he wants, really.) He is just so unfun, so annoying, so useless and op at the exact same time. (Yes, I think this is possible, especially since his biggest buff is a disjointed enemy team, but in a game like league you really can't help it when you have randoms in your party.)
