Oh my god: Draven + Soraka bot lane

I just discovered the power of the Draven+Soraka duo bot. As Xayah (me) and Lulu (my support) we we're pushed to tower all game, despite my every effort to keep the minions shoved. Harassing the enemy Draven was flat out impossible, considering he did 2 or more of my autos in one of his, and the Soraka mitigated any damage done regardless, who was staying too far back to reliably jump. My game knowledge tells me that getting an all-inner like Leona, perhaps, would be ideal in this situation in order to jump on Soraka and lock her down. However, in this situation we were hopeless (the jungler was unreliable and never ganked, despite the lane being shoved to our tower). I still managed to end with a better score (4/2/0) and cs in lane, but it was incredibly difficult and we still lost first tower and the game in the end (partially due to 0/21/0 int kat). How could I have better coped with this in lane? Furthermore, how is Draven countered in lane in general?
