AI leveling legal?
Is this bannable?
I've seen no less than 1 obvious AI controlled 'human' player/game consistently for a couple of weeks now. So is Riot just lagging to respond or is this within their rules?

They are responding in the best way they know: They are reducing the earnable rewards for doing this. therefore making it a less likely occurrence since the returns are now diminishing.
It's a thing right now because it's a very lucrative practice. They're changing the systems that make it lucrative so that it won't be anymore. It'll be a while before you see a difference.
The people who unleash the bots on us are wrecking the game and Riot certainly doesn't approve but there doesn't seem to be much they can do about it either.
The only consolation is that they appear less often at higher levels of play.
I would report these players at the end of the game. I don't think the AKF/Leaving the game actually gets a flag for human review, or if it does it might be low priority since they have LeaverBuster. Maybe try Griefing: Assisting Enemy team, that's the closest thing I could relate it to other than AFK.
I mark them as refusing to communicate, then add a note about it being a bot.

It's frowned upon.
That said - anything that's frowned upon but never enforced is preeety much legal as far as I understand it.
AI leveling is like, the licorice of candy flavors ATM from what I've seen.
What you see isn't average joes botting smurf accounts for personal use. It's websites botting thousands of accounts for RAF rewards and resale.
They get banned in waves. The RAF changes should reduce the scope of botting operations. Maybe I'm wrong, but I highly doubt there's a market for that many level 30 smurfs.
