Help with Rune Unlocking

I just hit summoner level 20, and am starting to shop for some Tier 3 runes for my rune page. I already bought a Greater Seal of Armor, and have enough IP to buy another one. However, when I went to the store to purchase another Greater Seal of Armor, it wouldn't let me purchase it because "you already own a rune of this type."

If you have 9 of them you can't buy any more.
