A Proposal for Malzahar's Passive

Instead of him just having his current passive at all times. why not only make it proc when he actually uses his ultimate? I have no problem just poking it off, but it makes it hard to start a fight when you have to make sure that shield is down before using ANY cc. Especially considering most champions with spell shields have to use a skill and time it just to get it off ( etc.
