Dodge in Champion Select Without Getting a Cool Down

One thing that is the most annoying about league of legends to me is auto lockers as is to most people who play the game. I have had a number of games especially with the release of a new champion where people have auto locked therefore making the game a lot less fun for others. People who may not want to play the game because of this then must dodge making them get a cool down causing them to not be able to play for a while meanwhile they did nothing wrong they just dodged because they got their role stolen from them by someone who thinks it is okay to do this. I think that something should be implemented into the game that creates a poll similar to the one to surrender the game that lets people chose the player who has auto locked and dodges the game without getting a cool down the only person to get the cooldown would be the person who auto locked in the first place. I hope that you take these ideas into consideration because I feel it would make the game a lot better for the community
