Is spamming question mark pings during the game toxic behavior?

I've been watching lots of streamers and also Synapse on YouTube, and whenever there are clips of a streamer making a stupid mistake or getting a funny kill or something, most of the players in that game start spamming question mark pings all over of the place. I want to know is this classed as toxic behaviour. I know we can now mute pings, but sometime you can't because there are other valuable information you need to know but it gets annoying whenever children start spamming question mark every single time. I've been watching streamers and every game is the same.
