URF and Intelligence
Will the Intelligence mastery (+5% CDR Cap portion) be working in URF?

No CDR will be set at 80% and can not be increased.
- take a closer look at the tooltip's wording. It does not say it raises the CDR Cap by 5%, but to 45%. Since Urf's CDR is already above that, clearly it has no effect.
