Pantheon 1 hit ult in Base

Now before anyone jumps on me about this I'm only asking if anyone else thinks its fair that Pantheon can ult on you and kill you just after you respawn when you cant even attempt to defend yourself. I would like to know if there are any plans for a change of his ult to bar the base panel or anything like that ulting on someone not in the base panel one hitting is fine but base panel just after a 1 min spawn means u are officially dead for 2 mins he still gets a kill and gold while your team is denied the kill since he gets executed
