Can't REMAKE when someone disconnects 1 minute into the game..

I was in a ranked game and 1 minute in our mid laner says "guys I have to go sorry report me" and disconnects. Obviously they were not coming back. I said its aight we will just remake to my team and surprised to not be able to do so. I don't see how this is any different from a person not connecting in the loading screen, because they obviously were not trying to reconnect to the game.
