Allow disassembling of Hextech Chests for Blue essence.

Just as the title says.

I'm sitting on several hextech chests right now, and I need 100 BE to buy Quinn. This bothers me greatly, and I'm sure many other players as well find themselves in this kind of situation.

So, I suggest that you allow the disassembling of chests for essence. Of course, it would be less essence-efficient to disassemble, but would get rid of the frustration when you just need 100 essence for that new champion, and you want it right now!
