What happened to the Syndra changes?

I remember that buffs to Syndra's passive were added to the PBE, then they were removed because they wanted more time to work on her. We haven't heard anything else about it and now she is getting a new skin(which is awesome). I really liked to play Syndra and I was looking forward to seeing the changes added back, but nothing happened. I am really excited to get the new skin, but I would also like to see those changes added again because they looked really good for her.
